September 1940. Henri Marre arriveert alleen in Vichy, vastbesloten zich een plaats te veroveren binnen het nieuwe regime. Zonder netwerk, maar met het autodidactisch politiek manuscript Notre Salut in zijn koffer, wil hij bijdragen aan de redding van Frankrijk na de nederlaag.
